Who gains from Kigali’s building boom?

This just caught my attention, If there is credit to be given i will give it to rwanda! They have launched a Vision 2020 which i see a possibilty of them achieveing. I know the Rwanda Government is capable of steering the country to achieving this.
With the Economic growth fuelling a building boom in Kigali, the Rwandan capital, and the city is likely to be unrecognizable within a decade.
Just who will benefit from the boom.
